Acting Deputy Director for Response and Recovery Operations for the California Governor’s Office of Emergency Services (Cal OES)

Eric Lamoureux is the Acting Deputy Director for Response and Recovery Operations for the California Governor’s Office of Emergency Services (Cal OES). Prior to his current position, he has held several positions within the agency, including acting Deputy Director of Finance and Administration, Inland Regional Administration, and Chief of Media Relations.

It has been, and continues to be, a year full of disasters and recoveries in California. Eric Lamoureux oversaw much of the recovery efforts in the aftermath of the 2017 fire storms, including the extensive hazmat-related recovery operations in Santa Rosa. He will speak about the topics of interest in his session.

Lynne Barker

City of Reno’s Sustainability Manager

Lynne Barker, the city of Reno’s sustainability manager, is an entrepreneurial sustainability expert with two decades of leadership in resource conservation, climate change, green buildings, and urban sustainability.

Ms. Barker’s accomplishments in the public, private, and nonprofit sectors in Reno, Portland, and Seattle include directing the development of STAR Communities™, a pioneering national sustainability performance standard utilized by more than 100 cities and counties nationwide. She also supported the creation of the EcoDistricts Protocol, a global standard for neighborhood-scale sustainable development. Her efforts at deploying green building policies and programs helped establish Seattle as the strongest U.S. green building market for five straight years. Finally, Ms. Barker led a consortium that produced the Playbook for Green Buildings + Neighborhoods, an online resource to help cities address climate change by advancing green buildings, neighborhoods, and infrastructure.

In her nearly two years since arriving in Reno, Ms. Barker has overseen the Reno Resilience Program, a sustainability and climate initiative launched in 2015. The program includes “ReEnergize Reno,” an ambitious effort begun last October with a goal to improve the energy and water efficiency of commercial, industrial, and multifamily housing by 20% by the year 2025.

Ms. Barker previously served on the U.S. Green Building Council’s board of directors. During her board tenure, she co-chaired the Council’s LEED™ Steering Committee that oversaw the completion and national launch of the LEED green building rating system.
