Scenario: Major Railroad Multi-Car Derailments

This year’s scenario will have three stations, which will be based on major railroad multi-car derailments highlighting responses for up to three different situations. Highly experienced railroad experts from BNSF and UP will be present at Station 2 and Station 3 to talk about the processes and answer questions.

The three stations are:

  • Station 1: Tracy Clark (United Environmental, railroad contractor) will present a classroom session on transfers, with emphasis on hot tapping, etc.
  • Station 2: A pressurized car, rolled on its side, will be a simulated propane car that requires a C-kit (a.k.a. Midland kit).
  • Station 3: A non-pressurized car containing simulated sodium hydroxide (or similar). There will be a decon set up near that car and the team will work on plugging/patching and then go through decon.

Everything is simulated—no live chemicals and no live burns. The simulated leaks may splash some water and shoot out compressed air.

While cycling through the stations, attendees can tour TCEQ's and EPA's mobile command posts in their incident-command vehicles (RVs).

ERS participants who are assisting with this live exercise include Tarrant County College--Fire Training Center, BNSF Railway, UP, several fire departments, and Tracy Clark, an experienced rail-incident private contractor. State and Federal Agencies have been invited and advised of this live ERS event.
